The World Health Organization released the 9th edition of its Report on the Global Tobacco Epidemic on the last day of July. The 8th edition, published in 2021, did not mention tobacco until page 9, instead beginning with "Electronic Nicotine Delivery Systems (ENDS) are addictive and not without harm" in large bold font and declaring that the devices should be strictly regulated.
Storm clouds continue to gather over the global future of tobacco harm reduction. New harbingers are constantly emerging as the World Health Organization prepares for the 10th Session of the Conference of the Parties (COP10) to the WHO’s Framework Convention on Tobacco Control (FCTC). This is a treaty signed and ratified by 182 countries, originally drafted to tackle the harms of tobacco smoke.

"Tobacco harm reduction-the next decade" was the theme of this year's Global Forum on Nicotine (GFN), which took place in Warsaw June 21-24, 2023. For the first time, the presentations stretched over four full days. Some 220 delegates from 40 countries attended the event, which also marked the 10th anniversary of the conference-a good time for a look back not only on the progress of and the opportunities but also on the challenges facing tobacco harm reduction (THR).

From 20 - 25 November, representatives from more than 180 countries will attend the tenth Conference of the Parties (COP10) to the Framework Convention on Tobacco Control (FCTC). Decisions taken at these meetings influence how international tobacco control policies are implemented at a national level, and will be very significant in determining the future of safer nicotine products, such as nicotine vapes, snus, nicotine pouches and heated tobacco products.
Make no mistake, the minions of global public health are coming for your vapes. This November, several thousand unaccountable bureaucrats will meet for COP10, the 10th session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control. At this meeting, they plan to institute a worldwide ban on open-system devices, create an effective nicotine cap, and redefine smoke to include vapor.
COP10 preparations are advancing when it comes to the FCTC Secretariat. The provisional agenda and some other documents were published earlier this month.
